What Is the STOP TRUMP Act?

Rep. Jasmine Crockett (D-TX) introduced the STOP TRUMP Act on May 19 — formally titled the Stop Taxpayer-funded Reimbursement for Unlawful Misconduct by Presidents Act. The bill would ban federal funds, including money from the federal Judgment Fund, from being used to settle or pay claims tied to a sitting president, their family members, political appointees, or January 6 participants under the guise of so-called “government weaponization” claims.

The legislation comes in direct response to the Trump administration’s newly created $1.8 billion DOJ fund — a compensation mechanism set up to pay people who allege the previous administration persecuted them politically. Critics immediately labeled it a taxpayer-funded slush fund designed to reward political loyalty and protect allies who acted on the president’s behalf.

The Bill Goes Further Than Just Stopping New Payouts

Crockett’s bill doesn’t just stop future payouts — it would make any existing payout agreements legally void and unenforceable in federal court. The Treasury Department and the DOJ would both be authorized to pursue legal action to recover every dollar already distributed under programs that violate the bill’s provisions. Any prohibited settlement agreements would be automatically nullified.

The bill also blocks the DOJ from representing any case where the president could personally or financially benefit from the outcome — cutting off a second avenue for self-dealing that critics say is already underway. Under current practice, the DOJ has broad authority to represent the president and his administration in legal matters, creating potential conflicts of interest when federal money is used to pay out claims tied to presidential allies.

Crockett’s Message to Taxpayers

“Working families are struggling to afford groceries, gas, rent, and healthcare — the last thing taxpayers should be forced to do is bankroll political revenge tours and payouts for Donald Trump and his cronies,” Crockett said when announcing the bill. The legislation reflects a growing Democratic effort to put Republican members of Congress on record about how federal money is being spent on the president’s political network.

What This Means for Americans

At its core, this fight is about whose money gets spent and on what. The $1.8 billion sitting in the DOJ’s anti-weaponization fund came from taxpayers — and critics argue it’s being redirected to pay people who faced legal consequences for their actions, not victims of genuine injustice.
