Federal agents boarded eight cruise ships at the Port of San Diego last month and made one of the largest at-sea child exploitation busts in recent memory. Between April 23 and April 27, 2026, U.S. Customs and Border Protection and Homeland Security Investigations conducted a coordinated sweep aboard multiple vessels as part of “Operation Tidal Wave” — detaining 28 crew members and confirming that 27 of them had received, possessed, transported, distributed, or viewed child exploitation material.
How Operation Tidal Wave Worked
The cruise industry has long operated in a legal gray zone when it comes to shipboard crime. Vessels at sea fall under maritime law, making prosecution complex — and foreign crew members present additional challenges for U.S. authorities. Federal agencies have increasingly partnered with the National Center for Missing and Exploited Children (NCMEC) to identify individuals connected to child exploitation material before they set foot on American soil, making port operations like Operation Tidal Wave possible.
In this case, NCMEC intelligence triggered the sweep. Rather than waiting for crimes to be reported by passengers or cruise lines, CBP and HSI moved proactively — going ship to ship, identifying crew members flagged through tip data, and conducting immediate enforcement action over five consecutive days.
Who Was Detained
Of the 28 crew members detained, 27 were confirmed to have been directly involved with child exploitation material — receiving, possessing, transporting, distributing, or viewing it. The suspects were overwhelmingly from the Philippines: 26 of the 28 were Filipino nationals. One was from Indonesia and one from Portugal. All 27 confirmed individuals had their U.S. visas revoked and were deported to their home countries.
One of the eight ships boarded was a Disney Cruise Line vessel — a development that stunned passengers and parents who rely on Disney’s family-friendly brand promise. Holland America was also connected to the operation. CBP and HSI systematically worked through the eight vessels over the course of five days, interviewing crew members and reviewing devices before making their determinations.
Disney Responds
Disney Cruise Line quickly issued a public statement confirming it cooperated fully with federal authorities. The company reiterated a “zero tolerance policy for this type of behavior” while carefully noting that the majority of those detained were not Disney employees. Any crew members from Disney who were identified as involved are “no longer with the company,” the statement said. Disney did not specify how many of its own crew members were implicated.
No Criminal Charges Filed — Just Deportation
Perhaps the most striking aspect of the operation is what didn’t happen afterward. No federal criminal charges have been filed in the San Diego or Los Angeles districts. The 27 confirmed individuals had their visas revoked and were removed from the country — and that’s it. No trials, no convictions, no public records of prosecution.
Community organizations near the Port of San Diego have publicly demanded answers. Passenger advocacy groups have raised a pointed question: if federal agencies confirmed these individuals possessed child exploitation material, why does the legal response stop at deportation? Critics argue that removal sends those individuals back to their home countries with no lasting criminal record in the United States — free to work on ships sailing to other ports.
What This Means for Cruise Passengers
For the millions of American families who board cruise ships every year, Operation Tidal Wave is a jarring reminder that corporate vetting and background checks have limits. The presence of child exploitation material on the devices of workers serving aboard major commercial cruise lines — including one of the most recognized family brands in the world — exposes a serious gap in the industry’s safeguards. Federal agencies have demonstrated they can identify and remove these individuals. Whether removal alone is sufficient accountability is now a very open question.
